User Seats

We thought each user/IP address would consume one license.  However, this does not seem to be the case.
Multiple logins from the same IP using the same login actually consume one additional license.
Please describe when a license is consumed.
Is there any way to use one license for multiple logins by the same operator from the same IP address?

The additional seat may be the connection process on the server (nthost, etc.).

Perhaps I should have been more specific.
We use 'telnet' to login and we use Windx as well as other terminal emulators.
For each login, a license is consumed.
We were under the impression that one license was consumed per username+IP address, but this is not what we are witnessing.  If I login three times, I consume three licenses.

Only when using the WindX Plugin does using the same Workstation for multiple sessions only count as a single user. 

If using other terminal emulators/connections, each session will be counted as a single user.
