Windows 2016/PxPlus V15.10
What is this EXE and what causes it to get launched?
It (and pxpcef.dll) reside in the PxPlus folder - I see this in task manager at one of our clients (and I never have before).

It is part of *BROWSER (the embedded chromium control). If your client has a panel with a *Browser control or uses html tool tips this would be launched. It will be auto closed after the *browser is no longer used.
